No, the caravan is still doing its thing. It's visiting settlements, it's just not making any money. Try finding the caravan and talking to your companion and see what they have in their stock. If it is empty maybe it is a bug. Stop caravan and re deploy it.

Yeah the economy is not good at all right now. Workshops & caravans could be a lot better and armor prices are off the wall, 30k for something that costs 1k in warband. I find deliver the herd to be a bad quest. It makes your party super slow, making more daily wages spent completing it, with a low pay out. Even just starting out it’s less than an hour to start doing “Poachers” or 1-2 hours to do the two caravan missions “ambush” & “escort” are much more profitable for me. 7.5k each time for escort.
