If the D3100 video is similar to what is on the D90 (I know it is advertised as being better, but I'm referring to how the camera handles it), then it may be limiting the continuous use to 10 minutes due to heat build up. If the menu option doesn't give you a "no limit" option, I don't think there's anything you can do. For $30 you can get a decent webcam, and $50 gets you a pretty good one. Either that or you'll have to hit a button on your D3200 to reset the shutdown timer.
Yes, the A6400 can be powered from an inexpensive high-capacity external battery, which could power it for hours of video recording and time-lapse. All for less than 1000.
